SSS Loan Restructuring Program or SSS Loan Condonation Extended Until April 1!

A few months back, I went to the nearest SSS office to inquire about my mother-in-law’s existing SSS loan which she has not paid for a few years already. 

As far as she remembered, her loan amount was Php 15,000 back in year 2000 and it’s now ballooned to more than Php 50,000 including the principal amount, interest, and penalty.

I asked the SSS officer if they’re offering SSS Condonation program, but he said that it wasn’t available yet when I inquired.

Good news!

Last month, the Social Security System has launched the SSS Loan Restructuring Program (LRP) for SSS members with past due loans including:

  • Calamity Loan
  • Salary Loan Early Renewal Program (SLERP)
  • Salary Loan
  • Emergency Loan
  • Educational Loan (old)
  • Study Now Pay Later Plan
  • Vocational/Technical Course Loans
  • Y2K Loans
  • Investments Incentive Loan

  • This SSS Loan Restructuring Program is available for 1 year only from April 28, 2016 to April 27, 2017.
  • Update: The SSS Loan Restructuring Program (LRP) has been extended until April 1, 2019.
  • The main goal of this SSS Loan Restructuring Program is to help ease or alleviate the burden of calamity-stricken workers, who face the difficulties in paying SSS loan after being affected by the various calamities that have devastated some parts of the country.
  • The outstanding short-term loan must be past due for a period of at least 6 months as of the first day of the restructuring period.

Who are Eligible to Avail of this SSS Loan Restructuring Program?

  1. SSS Member who lives or resides in calamity/disaster declared area as of disaster date or as of application date.
  • This means that member-borrower’s home address is one of the covered areas declared by NDRRMC or the National Government as under the state of calamity including:

Ondoy (in 2009)

Sendong (in 2011)

Pedring and Quiel (in 2012)

Pablo (in 2012)

Labuyo (in 2013)

Maring (in 2013)

Santi (in 2013)

Armed Conflict in Zamboanga (in 2013)

Bohol and Cebu Earthquake (in 2013)

Yolanda (in 2013)

Agaton (in 2013)

Glenda (in 2014)

Mario (in 2014)

Ruby (in 2014)

Seniang (in 2014)

Lando (in 2015)

Nona (in 2015)

  1. SSS Member must be under 65 years old at the end of the instalment term.
  1. SSS Member has not been granted any final benefit like retirement or total permanent disability.
  • Member-borrowers with final benefit claim application (Retirement, Death, or Total Disability) whose contingency date is on or before the last day of the availment period of the restructuring program are eligible for the program.
  • That particular final benefit claim must be filed within the availment period, which is from April 28, 2016 to April 27, 2017.
  1. SSS Member has not committed fraud against SSS and has been disqualified by so doing.


The principal and interests of all past due short-term loans of the member-borrower shall be consolidated into one Restructured Loan (RL1) payable either in full or instalment payment.

Full Payment – If member-borrower wants to pay his loan in full, he must settle it within 30 days from the approval of his SSS Loan Restructuring application.

Instalment payment – If member-borrower finds it more convenient to pay in an instalment basis, the loan is payable in equal monthly amortization over applicable term based on RL1 range as shown in the table below.


  • If the RL1 range amount is less than Php 2,000, preferred term is FULL PAYMENT.
  • However, the member-borrower may elect his preferred payment term but not to exceed 5 years.


Interest – 3% Rate per Annum

For Installment term, RL1 shall be subject to interest rate of 3% per annum. It is computed on a diminishing principal balance over the applicable payment term.

Penalty – 0.5% per Month

A penalty of 0.5% per month shall be charged against the amortization due for every month unpaid during the approved term.


  • Penalties shall be condoned after full payment of RL1 within its approved term.
  • The balance of RL1 should be ZERO at the end of the term.
  • If not zero or if there’s still remaining balance, the unpaid principal of RL1 and the proportionate balance of condonable penalty shall become part of a new principal under

Restructured Loan 2 (RL2) and shall be charged a 10% interest per annum until fully paid.

  • The unpaid interests and penalties of RL1 shall likewise be transferred to RL2.


  • Monthly instalment shall be due for payment every 10th day of the month following the amortization month.
  • Amortization shall start on the month immediately following the approval date of the SSS Loan Restructuring Program.

If for example the Restructured Loan was approved this month, which is MAY, the first amortization month is JUNE, and the first instalment amortization is due on JULY 10.

  • SSS member-borrower may pay through any SSS branch with tellering facilities or authorized collection agent of the SSS.


  • SSS member-borrower cannot avail of other SSS short-term loan programs while the restructured loan is existing/outstanding.
  • SSS member-borrower may avail of the SSS short-term loan programs after 6 months from the date of full payment of the Restructured Loan.
  • SSS member-borrower cannot avail of any future SSS condonation or SSS loan restructuring programs once this restructuring application is approved.
  • SSS member-borrower shall notify the nearest SSS branch his updated contact information by accomplishing the Member Data Change Request or SS Form E4 during the term of the restructured loan.
  • In case of member-borrower’s retirement, death, or total disability, the total loan obligation or any unpaid amount of the loan as well as the interest and penalty thereon if any, shall be deducted from the final benefits.

Again, the SSS LRP or Loan Condonation is only available until ARIL 1, 2019. It has been extended 3 times already.

So, don’t miss this opportunity. We don’t know when it’s going to be available again. 

If you have past due loans from SSS, this is the best thing you can do for now. Give yourself a favor by going to the nearest SSS branch and inquire about SSS LRP now.

    Hello po. Bayad na po ako ng loan restructuring ko last 3 yrs ago. But when i verified my loan is still intact. I have pròof of payments. Sss denied, and said technically unpaid. Horrible. Tinamad na akong bayaran at ayusin po uli last time na nagverified ako.parang niloloko nila ang member. Kinuhaan lang ako ng pera buwan buwan.
